Pull Request Description
Closes #1858. When instantaneous water heaters have greater than 3 gallon tanks, they will be modeled as conventional storage water heaters. When tank sizes are <= 3 gallons, tank losses will be ignored as before. AHRI shows all instantaneous water heaters are either <= 3 gallons or >= 20 gallons.
